Tom FilipponeDeputy Regional Director, Region 1, DHS CISA
Tom Filippone serves as the Region 1 Deputy Director for the U.S. Cybersecurity and Infrastructure Security Agency (CISA). Region 1 consists of the six New England states of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont. Mr. Filippone assumed the Region 1 Deputy Director role in May 2022.
Prior to his role in Region 1, Tom served as the Deputy Associate Director for CISA’s Stakeholder Engagement Division in Washington, DC, where he led efforts to build strategic partnerships, identify opportunities for collaboration to advance CISA’s mission, link stakeholder organizations with SMEs throughout CISA, and promote awareness among target audiences.
Before joining CISA, Tom worked at the DHS Office of Intelligence and Analysis, most recently serving as the Senior DHS Representative to the National Counterterrorism Center (NCTC) and Deputy Director of the Joint Counterterrorism Assessment Team (JCAT).
In his role as Senior DHS Representative to NCTC, Tom led a unified team of DHS personnel in collaboration with NCTC in the furtherance of our shared counterterrorism efforts. As the DHS Deputy Director of the JCAT, Tom was also responsible supporting the production and dissemination of counterterrorism intelligence products for federal, state, local, tribal, and territorial government (SLTT) agencies and private sector partners. Tom has extensive experience working with SLTT partners. He established and managed the Fusion Center Performance Program (FCPP).
The FCPP provides a comprehensive picture of the National Network of Fusion Center’s capability and performance, helps to measure the effectiveness of FEMA Grant Funding, and guides partners to invest in mission areas with the greatest potential benefit to the entire homeland. Tom has also developed and delivered dozens technical assistance services to fusion centers around the country over the last 12 years.
Tom started his federal career as a Presidential Management Fellow, first working at the Department of State’s Diplomatic Security Service and then at the DHS Office of Infrastructure Protection. Tom received his Bachelor’s degree in sociology from Tufts University and his Master’s degree in Public Administration from the University of Southern California.
